Abstract

Role of General Public in the Appointment of a Ruler; A Shar'i Study. In modern times, general public are given unusual importance when it comes to the appointment of a ruler and are vested with most of the power as it is in case of voting system. Similarly, in Sharī'ah, Confidence of a general public is never neglected. The question that needs to be addressed here is what role does the general public is expected to play in the appointment of a ruler and what is the correct understanding of the relevant evidences from Qur'an and the Sunnah. The following research concludes that the opinion of the general public does not play the primary role in the appointment of a ruler as mainly what qualifies an individual is the criteria of being trust worthy and powerful though the opinion of the general public is never neglected. This treatise seeks to discuss major relevant issues, evidences and any concerns that may appear against this opinion.
